Civil defence project: Civil defence operating model
This project is part of the regional development project package funded by the Ministry of the Interior: “Co-development and research project for regional preparation of rescue services reform”. The project is part of the theme of civil defence and preparedness, the sub-theme of which is the development of a national civil defence operating model.
The aim of the project is to investigate the creation of a harmonised national basic model for the implementation and performance of civil defence, taking into account national and local threats and risks. The operating model allows for harmonised plans, performance and indicators for monitoring results and productivity between different rescue departments.
The project commits to the Government’s internal security strategies and the Ministry of the Interior's Safe and resilient Finland – Rescue Services Strategy 2025.
The project is implemented in cooperation with other rescue departments, authorities and civil defence as well as preparedness operators and projects.
Project span and budget
The project will run from 1 January 2021 to 31 December 2021.

The overall budget for the project is EUR 424,000, and it is fully funded by the Ministry of the Interior
